Today (2 October 2026), at the press conference room on the 1st floor of the Phra Chom Klao Building, Ministry of Higher Education, Science, Research and Innovation, Yothi Road, Bangkok, Reporters reported that the Ministry of Defense, together with the Ministry of Higher Education, Science, Research and Innovation, the Ministry of Labour, the Ministry of Education, the Ministry of Social Development and Human Security, and the Bangkok Metropolitan Administration, launched the “Traffy Fondue: Repair, Rebuild, Fight Floods” system. This system serves as a central channel connecting citizens' needs and anguish to agencies capable of providing targeted assistance, while also monitoring the progress of the mission until completion. It is designed to support both assistance during flood situations and post-flood repair and recovery.
The launch was attended by Lieutenant General Adul Boonthamcharoen, Minister of Defence; Associate Professor Dr. Tawida Kamolvech, Deputy Governor of Bangkok; Professor Dr. Yoschanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation; Mr. Julaphan Amornvivat, Minister of Labour; Mr. Nikorn Somklang, Minister of Social Development and Human Security; Mr. Akranan Kankittinant, Deputy Minister of Education; and Dr. Wasan Phattarathikom, Director of the National Electronics and Computer Technology Center (NECTEC). They jointly announced and presented an integrated approach to assisting the public, from addressing the current situation to post-flood recovery.
Lieutenant General Adul addressed the overall management of the flood situation, in his capacity as the minister assigned to oversee and coordinate the management of the flood situation, including assistance and post-flood recovery. He emphasized that assistance to the public must be pursued in two aspects: addressing immediate problems today and preparing for immediate recovery as soon as the water recedes. He stressed that planning should not wait until the situation has passed before starting. However, it is necessary to prepare manpower, tools, resources, and coordination systems starting now.
Lt. Gen. Adul added that the key principle of “Traffy Fondue: Repair, Rebuild, Fight Floods” is that “when citizens report problems, there must be an agency to take over and follow up until the work is completed.” Citizens can report their needs, specify details, attach photos and locations through the system. The information will then be forwarded to the relevant agencies according to the type of problem, so they can receive the report, coordinate actions, implement, and track the status until the mission is completed.

Lt. Gen. Adul further stated that the system will help the government visualize the needs of the people in each area and categorize problems to match the capabilities of each agency. For example, home and building repairs, inspection of electrical systems and household appliances, inspection and repair of cars or motorcycles, as well as needs for public health, food and beverages, area cleaning, shelters, and other assistance. This will allow for more targeted deployment of manpower, tools, and resources.
The Ministry of Labour will connect resources from the Department of Skill Development and its network of technicians to help inspect and repair equipment and vehicles. Meanwhile, the Ministry of Education will mobilize the capabilities and networks of vocational education to participate in the recovery mission, and the Ministry of Social Development and Human Security will also play a role. The focus is on caring for vulnerable groups, the elderly, people with disabilities, and those affected in communities and residences, ensuring assistance reaches those who may have been overlooked in the system.
For Bangkok, data on the situation, impact, and needs of the people in the area are being integrated with assistance mechanisms. NECTEC supports the Traffy Fondue system, which connects the process from citizens requesting assistance, attaching photos and locations, forwarding to relevant agencies, receiving the request, coordinating and implementing, and tracking the status until completion.

The Ministry of Defence and the armed forces are ready to provide personnel, technicians, equipment, vehicles, and disaster relief capabilities as needed in each area. They will work with agencies that have direct responsibility and expertise to ensure that resources from all sectors are interconnected and assistance reaches the people quickly and directly according to their needs.
“Today, we need to think about two things simultaneously. First, how do we help people get through the flooding situation? And second, once the water recedes, how do we help them return to normal life as quickly as possible? Homes need repairing, electrical appliances need checking, vehicles are needed for earning a living, and some families may need assistance in more than one area. Therefore, our duty is to connect the people's needs to the agencies that can actually help them. And we will follow up until the project is complete" Lt. Gen. Adul said.

Lt. Gen. Adul added that the "Traffy Fondue: Repair, Rebuild, Fight Floods" project is not just a channel for reporting problems, but a mechanism to connect "people's needs – area information – agencies – manpower and resources" to transform reporting into actual assistance. Citizens can track the status of their reports, while the government can manage manpower and resources systematically according to the situation and needs of each area. The main goal is that when the water recedes, assistance must be ready to proceed immediately, so that people can repair their homes and equipment, return to their livelihoods, and resume normal life as quickly as possible, leaving no one behind.
