Today (25 Feb) 12:35 pm At the Army Headquarters, Major General Winthai Suvari, the Army spokesperson, addressed the issue of Cambodia burning and subsequently firing into Thailand and whether future discussions would take place at the RBC level. He stated that even though the issues are at the unit level in the area, they must be compiled and discussed at the army or military level. Discussions will occur at the regional command level, and if it's a meeting of the Regional Border Committee (RBC), the matter will definitely be brought up for discussion.

When asked if this period is considered sensitive, Major General Winthai replied that it is in a sensitive period, as it coincides with an agreement not to use weapons. However, when armed conflicts occur, both sides must have thorough discussions and consultations because it is essentially a breach of the agreement. Therefore, the unit that fails to uphold the rules must take responsibility. In this case, the Cambodian military unit must demonstrate accountability. During the ceasefire, we must be vigilant and observe each other. If Cambodia cannot even fulfill these small requirements, it can be assessed that many aspects may not be complete.

When asked by reporters whether Cambodia, which seems to wait for orders from above, should take action, Major General Winthai replied that he had no information on the Cambodian side, but on the Thai side, we have a complete and efficient command and control system.

When asked further whether Cambodia's actions, which seem like an unfriendly presence, would make resolving the Thai-Cambodian conflict more difficult, despite the Ministry of Foreign Affairs having already opened the way, Major General Winthai stated that we can monitor the details and actions of the Cambodian side in each aspect. We can use our discretion to understand Cambodia's true nature and our own situation.

Regarding whether decisive standard action should be taken, Major General Winthai said that currently, all measures are deemed appropriate. Regarding the situation, if there are any irregularities between units in different areas, they have channels to communicate and discuss how to work together according to the rules agreed upon at the policy level. If there is a deviation, the unit must have a way to measure and respond. These responses must be reasonable and at an appropriate level, neither too much nor too little.

When asked again about what action would be taken if shelling occurred in an unacceptable area or near a military base, Maj. Gen. Winthai stated that each unit would have different methods and measures because some units can communicate effectively, while others cannot; some communicate minimally, and some communicate but receive no response or are ignored. Each unit has different detailed procedures. Regarding whether it is necessary to emphasize tolerance and restraint among personnel, he said that it is something that is always emphasized in practice. It is a guideline for personnel on the front lines who must be cautious in all matters, as it is a sensitive confrontational area, especially during this ceasefire. Therefore, he believes that the Thai personnel are disciplined and capable of performing their duties perfectly.
