“Because Everyone Is Equal”: Cabinet Approves Study Report, Advancing Overhaul of LGBTQ+ Rights and Endorsing Senate Report on Protection and Promotion

Today (August 5, 2026) at 2:41 PM at Government House, Captain Patdarasit Thongsaluaykorn, Deputy Spokesperson for the Prime Minister's Office, revealed that the Cabinet acknowledged the study report on the protection and promotion of the rights of gender-diverse individuals, prepared by the Senate Standing Committee on Social Development and Affairs of Children, Youth, Women, the Elderly, Persons with Disabilities, the Disadvantaged, and Social Diversity. Proposed by the Ministry of Social Development and Human Security (MSDHS), the report compiles data from relevant agencies to serve as a framework for policy development and long-term rights protection for the LGBTQ+ community.

The Deputy Spokesperson stated that the report reflects the government sector's progress and implementation across multiple dimensions, including legal amendments, promoting access to public services, education, healthcare, employment, and creating a safe, non-discriminatory environment to ensure all citizens receive equal rights protection.

In terms of legislation, MSDHS has developed a manual and budgeting framework that considers gender dimensions, alongside driving an action plan to promote gender equality. Meanwhile, the Ministry of Justice is pushing for the enforcement of the Marriage Equality Law and reviewing related legislation to eliminate discrimination in accordance with international human rights standards.

Regarding education, the Ministry of Education has integrated LGBTQ+ content into the core curriculum, implemented the "3P Safe School" measure, operated the 1579 hotline for complaints, and placed guidance counselors and psychologists in schools to create a learning environment that respects differences. Concurrently, the Ministry of Higher Education, Science, Research and Innovation supports research and knowledge building to foster an inclusive education and work environment for all genders.

In healthcare, the Ministry of Public Health developed the "Gender-Inclusive Health" manual, expanded counseling and healthcare services, including transgender care and hormone services. Meanwhile, the Bangkok Metropolitan Administration expanded its BKK Pride Clinics to 31 locations to provide friendly health services, while continuing to develop "Restroom for All" facilities and organize public awareness campaigns.

On the labor front, the Ministry of Labour promotes fair, non-discriminatory employment, develops model workplaces respecting gender diversity, and advocates for broader welfare coverage. Additionally, the Ministry of Culture and the Tourism Authority of Thailand (TAT) support Pride events and promote Thailand as a global LGBTQ+-friendly destination to boost the creative economy alongside the country's image.

Captain Patdarasit concluded that the Cabinet's acknowledgment of this study report confirms the government's determination to integrate efforts across all sectors. The recommendations will be used to develop policies and operations so everyone can access rights, opportunities, and state services equally under the principle of respect for human dignity.
