(SAP News -Sukritta Tangteerawan)On 24th September 2025, at 1:09 PM, at the Parliament, Mr. Nattawut Saikua, Chairman of the Ad Hoc Committee on the Draft Act for Prmoting a Peaceful Society (the Amnesty Bill Committee), spoke with the press regarding the submission of the constitutional amendment draft. He suggested that the Bhumjaithai Party and the People’s Party should talk to each other and submit a joint amendment to the Constitution, allowing the public to be informed alongside the progress.
Mr. Nattawut emphasized that the Bhumjaithai Party and the People’s Party should have clear discussions to submit a unified draft for constitutional amendment. He pointed out that the People’s Party, as the proposer of the MOA, could open talks with Bhumjaithai Party leader, Mr. Anutin Charnvirakul, to agree on a joint draft and publicly announce the details of the proposed amendment. He believes that the public should have the right to see the leaders of both parties sitting down with the Senate members to seek support for constitutional amendments. He clarified that this does not mean interference with the Senate’s duties, but rather that the current government, formed through a special deal, should not follow the usual procedures.
Mr. Nattawut also stressed that the draft constitutional amendment already submitted could be withdrawn and suggested that it be resubmitted after both parties find a common approach.
On the legal aspects, he noted that although any political party could submit its own draft, the agreement between the two parties to collaborate means the constitutional amendment should reflect the intentions of both. This, he argued, would provide the public with assurance that the ruling and opposition parties are aligned on the issue, which would positively influence the process in Parliament.
Regarding the composition of the Constitution Drafting Assembly (CDA) as proposed by the Bhumjaithai Party, Mr. Nattawut expressed his opinion that if the current Parliament had no controversies related to the "blue senators," it would be one thing. However, as more than half of the Senate members are currently involved in a scandal concerning senate collusion, with allegations of closeness to the ruling party, he believes the CDA should be selected through a public voting process, as suggested by the Prachachon and Pheu Thai Parties. He suggested that the Bhumjaithai Party should consider this model or perhaps find a better alternative. However, he emphasized that the Parliament, which is currently under public suspicion, should not be responsible for selecting individuals to draft the Constitution, as this is a key part of advancing democracy.
Mr. Nattawut concluded by stating that if the two parties submit separate constitutional amendment drafts, the chances of success would be slim. He posed a question for consideration: “If we submit different drafts for constitutional amendments in this Parliament, which draft do you think the Senate would vote for?”
