Today, October 27, 2025, Prime Minister and Minister of Interior Anutin Charnvirakul attended the 28th ASEAN Plus Three Summit (APT) at the KLCC Convention Center in Kuala Lumpur.   He had meetings with leaders and representatives from ASEAN member states and dialogue partners such as China, Japan, and South Korea.

Mr. Siripong Angkasakulkiat, Spokesperson said after the meeting that the Prime Minister issued a statement highlighting the significance of the ASEAN Plus Three mechanism as an essential vehicle that consistently provides tangible outcomes for the people. He underlined that the world is getting more complex and fragile, making collaboration essential for addressing new concerns completely and quickly.

PM Anutin suggested the "3 Securities Approach" concept to lead future ASEAN Plus Three collaboration, as follows:

Financial Security

He highlighted the significance of the Chiang Mai Initiative Multilateralization (CMIM) in developing a "Rapid Financing Facility" mechanism to give immediate financial support during emergencies.   He also praised the statement to enhance regional economic and financial cooperation, which will lead to greater Financial Safety Net.

Digital Security

The digital economy should be fostered at the community level and MSME levels, in addition to using digital technologies to drive equitable growth.   He supported the creation of the ASEAN Digital Economy Agreement (DEFA).   He also advocated collaboration on digital infrastructure, artificial intelligence (AI), e-commerce, digital workforce development and effective cybercrime prevention to build a safe and sustainable digital ecosystem.

Human Security

As citizen well-being is central to ASEAN+3 collaboration, he suggested that ASEAN and its partners collaborate closely to combat scammers who have a direct impact on citizen security. It includes maintaining food security through the exchange of smart agriculture technologies and the establishment of the ASEAN Plus Three Emergency Rice Reserve (APTERR) in order to fulfill these demands.

He also proposed applying the ASEAN Centre for Active Aging and Innovative (ACAI) and the ASEAN Centre for Sustainable Development Studies and Dialogue (ACSDSD) to improve people's quality of life, promote sustainable development and boost green finance and the transition to clean energy.

Finally, Mr. Anutin praised the participants for their proactive and positive roles in ASEAN, reaffirming Thailand's commitment to constructive cooperation among the +3 countries in order to truly improve Southeast Asia.   He also backed the ASEAN+3 Leaders' Statement on Strengthening Regional Economic and Financial Cooperation.
