Today (April 21, 2026) at 1:30 PM at the Naresuan Building, Government House, Ms. Lalida Periswiwatana, Deputy Spokesperson for the Prime Minister's Office, announced that the Cabinet approved the draft “Baku Declaration on Promoting Human Development to Drive Inclusive Society in Asia-Pacific,” as proposed by the Ministry of Foreign Affairs.

The Cabinet assigned the head of the Thai delegation, Mr. Sihasak Phuangketkaew, Deputy Prime Minister and Minister of Foreign Affairs, or his representative, to endorse the declaration at the 82nd session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The session is held from April 20-24, 2026, at the United Nations Conference Centre in Bangkok, Thailand. The draft declaration is set to be ratified on April 24, 2026.

Ms. Lalida stated that the Baku Declaration emphasizes promoting inclusive human development across all ages under the concept of "leaving no one behind." It focuses on creating opportunities for decent employment, developing workforce skills (particularly in digital and innovation), promoting the roles of women and youth, improving the quality of life for the elderly, and expanding opportunities for vulnerable groups, such as people with disabilities. Furthermore, it prioritizes the development of an integrated, accessible, and people-centered healthcare system, along with regional cooperation for exchanging best practices.

"Participating in ratifying this declaration reflects Thailand's proactive role in driving international cooperation to improve the quality of life for its citizens in all dimensions and to build a sustainable, inclusive society for all ages," Ms. Lalida said.

She added that the Ministry of Foreign Affairs clarified that the draft declaration is not a binding treaty under international law and does not fall under Article 178 of the Constitution. Minor amendments that do not affect national interests can be made without further Cabinet approval.
