(SAP NEWS – Ratcha Piyathammadhaj) September 23, 2025, at 11:12 am., Bhumjaithai Party is moving forward with efforts to amend the constitution. Paradorn Prissananannthakul, Minister attached to the Prime Minister’s Office, revealed that the party has completed a draft amendment to Section 256, adding Chapter 15/1. The party is currently collecting additional signatures from its MPs and coalition partners, as its 69 MPs alone are insufficient. At least one-fifth of the House of Representatives’ votes is required to submit the draft. The party expects to submit the draft to the Speaker of Parliament tomorrow, aiming to complete the amendment under the coalition’s memorandum of understanding (MOA) within this government term.

Regarding the model for the Constitution Drafting Assembly (CDA), Bhumjaithai has redesigned it in line with the Constitutional Court’s ruling. The assembly will comprise 99 members: 77 representatives from each province, selected via application and parliamentary vote, and 22 academics and experts, 7 in law, 7 in political science, and 8 in other fields, also selected through application and parliamentary approval.

Addressing concerns over a “takeover,” raised by Prit Watjrasin of the People’s Party, Pradorn insisted the claim is unfounded. With only 69-70 MPs, Bhumjaithai cannot dominate other parties with more than 100 MPs. He urged parties to reduce suspicion to allow the constitutional amendment process to proceed within the remaining four-month timeframe. Initial discussions with the People’s Party leadership have been held to find a collaborative approach. The party will not propose direct election of CDA members by the public to avoid conflict with the Constitutional Court’s ruling.

As for his role as Minister attached to the Prime Minister’s Office, Pradorn stated he is ready to carry out duties as assigned by the Prime Minister. Regarding the use of the 2025 budget for the “Khon La Khrueng” (Co-Payment) program, he noted that final guidelines will be determined in coordination with the Budget Bureau after the cabinet takes the oath and presents its policy. If the 2025 budget cannot be used in time, the 2026 budget will be considered.

The new cabinet is expected to take the oath on September 24, with a government policy statement to be delivered to Parliament on September 29-30. This will mark the starting point for implementing policies, including the planned constitutional amendments agreed upon by coalition partners.
