On September 30, 2025, at 8:48 a.m., Prime Minister and Minister of the Interior Anutin Charnvirakul arrived at Parliament House to deliver his second day of policy address to Parliament. He stated that yesterday's debate, in which both MPs and Senators contributed recommendations, thoughts, and facts, was well accepted by the cabinet. He indicated that any issues that might be implemented and shown beneficial will be implemented.

About the People Party MPs' concerns about the "Khon la krueng" co-payment scheme, which appeared to be rushed, he said it could be election campaign . He explained that he didn't know how to answer because he had limited time to work. The Cabinet's working style emphasises that whatever can be done should be done right away, without delay and with proper evaluation, transparency, and usefulness.

Regarding rally election campaign, Anutin remarked that all parties and public debates are an example of campaigning. Every time MPs speaks in Parliament, he claims that the Cabinet is a kind of campaigning. They are speaking to the public, not just each other, no matter which side they are on. When asked about the government's belief in the "Khon la krueng" Co-payment scheme and its short-term economic boost, Mr. Anutin responded that the idea prioritises public engagement, with the people giving half and the government giving half. As a result, if the public does not participate , there will be no movement or advantage. This division between the public and the government will create a circular economy, boosting the flow of money.

About the referendum, which will take place concurrently with the four types ballot, Mr. Anutin noted that the government must expedite public awareness. Furthermore, Thailand does not view the MOU 2000 and 2001 to be advantageous and should be cancelled immediately. "If I had done it myself, I would have already cancelled them," Mr. Anutin remarked. However, the committee's study results must be awaited before considering whether to submit the MOU to the vote. The government will collaborate with all parties, including the Election Commission and the Ministry of Interior, to increase public understanding and familiarity while ensuring that each ballot is correctly cast.

The twin cities of Ban Nong Chan and Banteay meanchey province , Mr. Anutin noted that no action has been taken yet, and that the government will continue to prioritise Thai sovereignty. This concept is considered a topic, but it has not yet been discussed, therefore there is no reason to evaluate it. When asked the people would need to be questioned first, Mr. Anutin said that if they were Thais, there would be no need to ask, due to the situation has already cleared up. Mr. Anutin confirmed that all ministers' qualifications had been checked by the Anti-Money Laundering Office and the Office or the Nation Anti-Corruption Commission . He stated that there is no proof that any appointed cabinet members did anything improper or lacked qualifications, and that everything is legal.
