On October 14, 2025, at the Parliament House, Prime Minister and Interior Minister Anutin Charnvirakul addressed the upcoming Thai-Cambodian talks scheduled for October 17 in Malaysia, stating that Thailand has set out four key conditions to serve as a framework for bilateral cooperation and must be strictly observed, particularly the suppression of scammer syndicates, which Thailand considers a major national security threat.
Anutin emphasized that Thailand places the highest importance on protecting its sovereignty and the safety of its citizens, affirming that all measures will be carried out within an appropriate diplomatic framework. He reiterated that cracking down on transnational scam networks is a critical condition that Cambodia must respond to in order to concretely reduce the security risks posed to Thailand.
The Prime Minister revealed that Foreign Minister Sihasak Phuangketkeow has been assigned to represent Thailand in the upcoming bilateral meeting on October 17 in Malaysia. Anutin instructed him to adhere strictly to the four conditions as the foundation for discussions and to assert Thailand’s position clearly on all related matters.
Thailand’s four proposed conditions are as follows:
1. Withdrawal of heavy weaponry from border areas to prevent potential security threats.
2. Removal of landmines and unexploded ordnance to ensure safety for residents near the border.
3. Crackdown on scam operations and transnational crime networks using Cambodian territory as their base of operations.
4. Cooperation in managing disputed border areas to promote long-term stability and mutual trust between the two nations.
When asked about concerns raised by some academics that the use of “ghost sounds” in border operations could violate human rights, Anutin responded, “Don’t ask me about others, ask me about my own actions.” He stressed that Thailand has never initiated any breach of sovereignty, but has instead been subject to repeated incursions from the Cambodian side, including rocket fire, explosions, and drone incursions into Thai territory.
Regarding criticism that the commander of the 2nd Army Region has been slow to act, Anutin expressed confidence in and support for all agencies involved, including the military, police, administrative officials, and local residents, acknowledging their dedication to protecting national interests. “We must encourage our people and support them so they can continue defending Thai sovereignty and the safety of our citizens with strength and unity,” he said.
As for reports that the 1st Army Region used heavy machinery to dismantle unauthorized structures along the Sa Kaeo border, the Prime Minister explained that the operation was carried out under the legal authority of the military and within the bounds of martial law. “The government fully supports the military’s actions to safeguard national security and uphold Thailand’s sovereignty,” Anutin affirmed.
