(SAP News - Punyaphon Rakcharoen)On 19 September 2025, Gen. Winthai Suvari, the Royal Thai Army spokesperson, provided an update on the situation along the Thai-Cambodian border on September 19, 2025, at the Royal Thai Army Headquarters. More than 53 days have passed since the July 28 ceasefire deal with Cambodia and the September 7 GBC conference, which ended with 13 recommendations to stop border violence, he said. Nonetheless, it has been shown that Cambodia has routinely violated the deal.

It was discovered that Cambodian soldiers had behaved violently against the Thai side on August 18th. The behaviour of the Cambodian side provided direct evidence of ongoing violations of the ceasefire. To protest the situation on an international level, Thailand has gathered this information and presented it to the Ministry of Foreign Affairs and the International Observer Team (IOT) as proof. In order to foster positive international relations with the main objective of helping the people, Thailand is continuing to prioritise negotiations for a peaceful resolution by addressing the second General Border Committee (GBC) meeting on September 10, 2025.

In the Ban Nong Ya Kaeo area of Sa Kaeo Province, Cambodians protested and obstructed Thai security work, throwing imitation weapons like sticks and rocks at Thai police officers. We confirm that this area is under Thai sovereignty. Furthermore, the Cambodian military took part in the incident without restraining their own citizens, which is a blatant breach of Thai law. To preserve order, Thai police and military forces must utilize riot control techniques. However, the situation shows no signs of change due to the Cambodian side's lack of sincerity in dealing with the matter. It is evident that Cambodia has repeatedly violated the ceasefire agreement and has exploited persons and organisations to portray Cambodia as a victim. The Royal Thai Army confirms its commitment to resolving this issue within the context of government and Ministry of Defence policy, including addressing violations of Thai sovereignty in accordance with international law and using force.

Regarding the Cambodian side's remarks to the IOT concerning the situation in Ban Nong Ya Kaew, this is not in line with the facts. According to reports, Thailand has set up new barbed wire around Cambodian-populated areas. This has been confirmed as a safety measure for Thai citizens and is not a disputed territory within Thailand. As a result, legal action is required under Thai law. However, because the Nong Ya Kaew area is not part of the claimed territory, a reference map is required.

Regarding Cambodian Prime Minister Hun Manet's letter to the Malaysian Prime Minister, who serves as ASEAN Chair, alleging that Thai soldiers used rubber bullets, Maj. Gen. Winthai argued that the protest was not a dispersal attempt because it was outside the barbed wire and was simply protecting government property. As a result, the Cambodian Prime Minister failed in his interpretation. Maj. Gen. Winthai claimed that Thailand had strictly followed the ceasefire agreement. Cambodia has continuously violated it, claiming that Thailand intended to violate a previous military conflict in Preah Vihear Province (Ouddar Meanchey Province). This information is distorted.

The first issue, which must be addressed through the GBC mechanism, is that the Cambodian Prime Minister's unilateral letter is based on inaccurate information, causing international misunderstanding. This has impacted Thailand's image. We want international communication to be truthful, clear, and simple with facts. Our current actions are carried out within the typical legal framework, in accordance with the functions of civil servants, such as administrative and police personnel. The government only issues policies and gives assistance. As a result, the Cambodian Prime Minister's letter is unilateral and based on incorrect and insufficient facts, causing confusion and harming Thailand's image. As a result, we want international communication to be truthful, clear and straightforward with facts.

Gen Winthai further noted that security measures have been implemented in the Nong Ya Kaew area, which have already been applied by the administration and police. The most recent steps involve legal measures but are not comprehensive. He argues that this is to protect our country from Cambodians' violent behaviour.
